What's changed in BC zoning

Since 2023, provincial legislation known as Small-Scale Multi-Unit Housing (SSMUH) has required BC municipalities to permit duplexes, triplexes, and fourplexes on lots once restricted to a single detached home, generally without the need for rezoning.

Surrey and Burnaby have each adopted updated zoning bylaws under this legislation, using the same underlying framework: 3 to 4 units on most lots, and up to 6 near frequent transit service. Many properties can now support more homes than owners realize, which is why a feasibility review is often the most valuable first step.
